Parking Inspectors won't be able to tow vehicles: has the law been passed?

The Verkhovna Rada of Ukraine has made an important step towards reforming the parking system by adopting in the first reading a bill that adjusts the powers of parking inspectors. According to the new changes, inspectors will lose the right to evacuate cars and transport them to special parking lots. This news was first announced by MP Yaroslav Zheleznyak on his Telegram channel.

Bill No. 9092-3, dated March 27, 2023, and titled “On Administrative Offenses in the Field of Powers of Parking Inspectors in the Field of Road Safety”, received the support of 234 deputies. It is important to note that these changes will be active only during martial law.

Now the evacuation of cars will be carried out exclusively by the National Police. The explanatory note to the bill states that in conditions of shelling, citizens may be forced to leave their cars in prohibited places, trying to save their lives. This can lead to violations of parking rules, but the main thing is the safety of people.

This bill still has to be adopted in the second reading and signed by the president. Until this moment, the old norms are in effect, so drivers are recommended to comply with the Rules of the Road.
