Exchange of Old Driver's Licenses: A New Stage in the Service Centers of the Ministry of Internal Affairs

A new stage of exchanging old-style driver’s licenses has begun in Ukraine. Owners of laminated paper licenses or documents issued before 2013 are recommended to update their documents.

How does the exchange take place?

The exchange procedure is simple and does not require significant effort. To obtain a new license, you need to:

• Register online on the website of the Main Service Center of the Ministry of Internal Affairs or through a terminal at the center.

• Prepare the necessary documents:

  • Passport with a registration mark.

  • Copy of the taxpayer identification number.

  • Valid driver’s license.

  • Medical certificate (not required during martial law).

• A photograph is taken on-site during the application process, so there is no need to bring your own photo.

How much does it cost?

The service fee is approximately 572 UAH (excluding bank commission).

Digital capabilities

The new document will be immediately available in the "Diia" mobile application and the Driver’s Cabinet, making it easier to use and verify.
