Changes to Traffic Rules: New Stopping Regulations on Highways Have Come into Effect

As of May 2025, important updates to Ukraine’s traffic regulations concerning stopping on high-speed highways have come into force.

Where is it now allowed to stop?

According to the new regulations, drivers are prohibited from stopping in any area except specially designated zones. Exceptions include:

  • Areas marked with road signs 5.42.1, 5.42.2, or 5.42.3, which indicate designated stopping bays;

  • Parking areas marked with sign 5.43;

  • Rest areas specially equipped along highways.

Therefore, stopping on the roadside — even for a few minutes — is now considered a violation and is subject to an administrative fine of 340 UAH.

Why is this necessary?

The goal of these changes is to reduce the number of traffic accidents and improve overall road safety. Unplanned stops, especially on high-speed roads, pose a serious danger — both to the driver who stops and to other road users.

Abandoned vehicles or sudden maneuvers to avoid roadside obstacles can lead to major accidents with tragic consequences.

What should drivers do?

  • Plan your route in advance, considering the availability of rest areas;

  • Pay attention to road signs — they will indicate where stopping is permitted;

  • In case of emergency (e.g., a breakdown), be sure to turn on hazard lights and, if possible, set up a warning triangle.
